Implementasi Kebijakan Keselamatan Berkendara (Safety Riding) Siswa SMA dalam Menurunkan Kecelakaan Lalu Lintas Kota Payakumbuh

Abstract

This study analyzes the implementation of safe riding policies for high school students in reducing the risk of traffic accidents in Payakumbuh City. The study employs a descriptive qualitative approach with a case study orientation. Informants were selected through purposive sampling from local government officials, the Department of Transportation, the Traffic Unit, schools, teachers/advisors, parents, and students. Data were collected through in-depth interviews, observations, and documentation, then analyzed interactively through data condensation, data presentation, and the drawing and verification of conclusions. The analysis utilized George C. Edwards III’s implementation model, which encompasses communication, resources, disposition, and bureaucratic structure. The research results show that safe riding policies are implemented through school education, the “Police Go to School” program, the “Pelajar Pelopor” (Student Pioneers) program, security and supervision during school hours, patrols, enforcement, the provision of traffic signs and shelters, and the development of free student transportation. Communication has taken place through various channels, but student compliance has not been consistent. Resources are available, but their scope and integration need to be strengthened. The disposition of implementers is supportive, while student behavior remains varied. The bureaucratic structure is relatively supportive, but cross-sector coordination and evaluation need to be improved. The study concluded that the policy has been implemented but is not yet optimal, so there is a need to strengthen education, supervision, coordination, and safe student transportation.
