Abstract

Climate change adaptation and mitigation policies are ultimately implemented at the local level, where local governments, communities, the private sector, universities, and non-governmental organizations depend on one another. This systematic review synthesizes evidence from 2019 to 2025 on the role of multiple actors in collaborative governance for local climate adaptation and mitigation policy. Reporting follows PRISMA 2020. Searches of publisher portals, DOAJ, IDEAS/RePEc, and SINTA journal websites yielded 32 records, and 18 articles from Scopus- or SINTA-indexed journals met the criteria for thematic synthesis across five dimensions: starting conditions, institutional design, collaborative process, outcomes, and system context. Eleven studies focused on adaptation, four on mitigation, and three integrated both, with seven studies set in Indonesia. Local governments were almost always part of the collaboration structure, together with communities, universities, the private sector, non-governmental organizations, and network partners. The most consistent enablers were leadership with formal legitimacy, coordination teams or forums, resource and knowledge sharing, and social learning. The main barriers were institutional fragmentation, domination by powerful actors, limited resources, and a gap between commitment and collaborative practice. Evidence from Indonesia remains concentrated in Java and Sumatra and is dominated by qualitative case studies. Future research should test how collaboration relates to measurable climate outcomes.
