Abstract

This study aims to analyze the implementation of the Integrated Islamic School (Sekolah Islam Terpadu/SIT) Quality Standards at SDIT Cahaya Hati Bukittinggi and identify supporting and inhibiting factors. The study employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and document analysis involving 21 purposively selected informants. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña through data reduction, data display, and conclusion drawing and verification. Data trustworthiness was strengthened through source and technique triangulation, member checking, and an audit trail. The findings indicate that the nine SIT Quality Standards have been implemented in school practices, including learning activities, character and worship development, Qur'an programs, teacher and staff development, management, facilities, and financing. However, implementation depth and consistency vary across standards. Using George C. Edward III's implementation model, Communication, Resources, Disposition, and Bureaucratic Structure interact in the implementation process. Supporting factors include foundation guidance, school leadership, communication, staff commitment, resource availability, and Islamic school culture. Inhibiting factors include variations in staff competence, time and workload pressures, growing facility needs, financial constraints, and insufficiently standardized procedures and documentation. The central finding reveals a gap between quality embedded in daily practice and quality fully institutionalized within the organizational system.
